James R. Cregan

Jim Cregan is Executive Vice President/Government Affairs for the Magazine Publishers of America (MPA), the national trade association for the U.S. magazine industry. He has held the position since January 1, 1999.
Mr. Cregan is a Washington attorney and government relations professional with over 30 years of experience in advocating his clients' and employers' positions before Federal courts, Federal agencies and the Congress of the United States. A member of the D.C. Bar, U.S. Supreme Court Bar, and the Bars of subordinate Federal courts, he is an active member of the American Bar Association, the Postal Bar Association, the American Society of Association Executives, the Copyright Society of the United States, and other professional organizations.
Mr. Cregan's areas of expertise include Postal Service and Postal Regulatory Commission matters, First Amendment issues, Intellectual Property, Legislative Practice, and Employment Law.
Before joining the MPA on a full-time basis in 1995 as Senior Vice President and Counsel, Mr. Cregan represented the MPA in private practice for seven years. Since the late 1980's, he has litigated on behalf of the MPA in several major cases before the Postal Regulatory Commission, including the groundbreaking 1995 classification reform case and the 1998 and 2000 general rate proceedings, in which he organized and led a broad-based coalition of publishing industry associations and companies in united and ultimately successful efforts. Mr. Cregan has also served as the magazine industry's chief spokesman and principal representative in several complex and successful legislative efforts, including a three-year effort to persuade Congress to amend the "fair use" provision of U.S copyright law, and most recently the enactment of the landmark 2006 Postal Service reform bill.
Prior to his entry into the private sector, Mr. Cregan spent nine years on the staff of the U.S. House of Representatives. There, he served as Counsel to the committee on Post Office and Civil Service and as a principal policy advisor to Chairman William D. Ford. Concurrently, he served under Chairman Morris K. Udall as Chief Counsel of the Commission on Congressional Mailing Standards. He also directed the House Committee's two-year investigation of corruption within the Postal Service Board of Governors, an investigation that resulted in the resignation of three Governors and the imprisonment of one.
Mr. Cregan was educated at Fordham University (B.A. Political Science) and the George Washington University National Law Center (Juris Doctor, with Honors). Born in New York City, Mr. Cregan has been a resident of the Washington area since the 1970's. He is married and has three children.
